Unemployed people over the age of 45 and single parents in Tasmania were the target of the Tasmanian Communities Online project to increase the use of, and demand for, e-learning across the State.

Tasmanian Communities Online is an initiative of the Tasmanian Department of Education. It comprises 64 community Online Access Centres across the State providing low-cost access to, and training in, information and communication technology. This project had two objectives:
To develop a successful e-learning support model, building on an existing e-delivery partnership between Tasmanian Communities Online and TAFE Tasmania
To enhance the future learning capacity and job opportunities in rural Tasmanian communities for the unemployed over 45s and single parents.
For many potential learners, beginning study at a mature age or after having children is daunting, especially for those in rural communities disadvantaged by isolation and limited post secondary learning opportunities.
The project used an action research approach to investigate, implement and document effective e-learning support strategies particularly local study circles, required to help participants to complete a Certificate II in Business course. Volunteer work in local online Access Centres supported the workplace components allowing participants to complete the course wholly in their local community.
The study circles met regularly, facilitated by their local Online Access Centre which also provided the facilities and support and mentoring for the groups and individuals.
